He's called your uncle becasue your mother's sisters are your aunts and the people married to them are your uncles (assuming that they're men).
Your mother's sister is your aunt. Your aunt's daughter is your first cousin. Your first cousin's husband is not related to you.
Although some are starting to use the term first cousin-in-law, the more common way to refer to him would be "my cousin's husband."
your mom's sister's husband is her brother in law so that will make him your uncle
Your father's sister is your aunt and her husband is your uncle.

Your brother would call your husbands sister by her first name. Or, "my (sibling's) sister in law.
You could call them as a brother/sister or as a cousin... If you're asking for yourself then good luck with that family.
