Fusion welding is just any welding process which inhibites the phase trasition from solid to liquid and then back to solid state, while electric resistance welding is based on purely ohmic heating of the different parts, this heat will create fusion of the metal. So; Electric resistance welding can be said to be a type of fusion welding, but not the other way around.

Fusion welding requires the melting of the weld surfaces. The heat necessary to melt the metal can be provided by an electrical arc or a laser beam, for example. A solid state weld, on the other hand, never reaches the temperature necessary to melt the two objects being welded. A solid state weld is created by a fully solid diffusion bond between the two surfaces.

Actually you are asking about two different things. Fusion welding means joining without filler metal. It can be done using TIG (GTAW) - Spot welding - Pressure Welding and other processes. Pressure Welding is just one way of producing a Fusion Weld.

Fusion welding includes processes that depends upon 'melting' to join similar materials (having same composition and melting points). Resistance welding is one of the type of fusion welding.
