Trafficking is a very wide term which includes all related activities, such as manufacture, import, export, distribution, and sale or exploitation of controlled goods (or people), or possession of them with a view to conducting any of these activities (which is different to possession for one's own use or consumption). So trafficking refers to things which might be considered as part of conducting certain types of illegal business, in this case in narcotics, although the term covers a variety of illegal trades such as human trafficking, and even human organ trafficking.

As another example, illegal arms dealing is termed gun trafficking under American law, while the ferrying and/or smuggling aspect of trading in guns would normally be termed gun smuggling or gun running.

Smuggling is a far more specific term for the illegal import/export of any kind of items. More accurately, to smuggle is to secretly and illegally move goods across country borders (without paying customs duties where it applies). It is one aspect of trafficking, although you can smuggle something (or someone) across borders without necessarily being involved in trafficking.
