An electrical appliance which is double insulated does not have an earth wire fitted. The appliance is designed in such a way that the electrical parts can never come into contact with the outer casing of the device. Common double insulated appliances are hair dryers, radios and cassette players. A wet double insulated appliance is exceptionally dangerous - water is a good conductor of electricity and will easily reach the live electrical components within the case. Any human user touching the casing will then receive an electric shock. It is important to note that the human conductivity is increased when hands are wet, allowing a greater current to flow through the casualty. For this reason, do not operate a mains radio, hairdryer or double insulated appliance in any wet area - especially a bathroom Do not touch any person who has been electrocuted until you are sure that the electricity supply has been shut off. When it comes to thermal insulation:Less heat transfer, so you do not have to expend as much energy to cool or heat the interior of a double insulated structure. When it comes to electrical insulation:If one insulator fails the next one might not and the conductor will not short out.

What is a double insulated case?

Double insolated cases

What is a name that is given to an appliance that doesn't need an earth wire?

It is called Double Insulated because any "hot" wires (= "live" wires in British English) inside the appliance have been made safe by using extra insulation and/or fuses to protect the user from getting a shock if the appliance suffers any damage. That is why it does not need a separate earth or ground wire. Always be sure to switch off the breakers at the main panel before you attempt to do any work on any mains power circuit.

How would you identify if an Electrical Appliance had a grounding Wire?

If you have a brand new appliance (hair dryer, toaster, fridge, tv etc) and it comes with a plug with three prongs it has a ground. If it comes with two prongs it is not grounded. The only time an electical appliance should not have three prongs is if it is "double insulated" double insulated means that the electrical components are on a chaisis that is electrically isolated from the outer case or chasis where the user can touch. This is done to greatly reduce the risk of electrical shock. If the device is not double insulated there must be a third prong or ground prong on the plug. The device will have a ground wire attached to the conducting parts of the device so that if there should be a failure such as a broken wire touching the parts that can be touched the electricity will have a path for electrical flow and again greatly reduce the risk of electrical shock to the user. If you plug in a three prong or grounded appliance and for some reason the breaker instantly trips there might be a dangerous electrical problem with the appliance which is causing electrical flow back through the ground conductor. this would also be slangly called a "shorted" circuit. It almost always causes the breaker or fuse to trip/blow.
