Sounds like you're speaking of multiplexing, a method of putting more than one television signal on the same carrier, by switching from one signal to the next (usually up to eight video feeds) in a round robin style. Since the system operates at a very high frequency and the the video is running at a much lower frequency, it's possible to do this without the television receiver, satellite receiver or cable box showing any indication this is taking place. It's most common on satellite transmissions where it's now possible to send up to eight TV separate digital channel feeds in the space it one took to feed just one analog video feed.

The footage can come from any source as long as it is converted to digital and edited on the computer by a non-linear editing system such as final cut pro, avid, adobe premiere pro, or even Windows Movie Maker that comes with your pc. That is a really basic example. It gets far more complicated when editors start doing special effects or adding complex titles. That require the use of other programs.
