Males are born with a double-layered sleeve of skin, called the foreskin or prepuce, which covers the the glans (head) of the penis and usually extends some way ahead of it. At birth it is usually fully attached to the glans by a membrane called the synechia. At some time, usually before puberty, the foreskin and glans separate, and the foreskin becomes able to be pulled back to expose the glans. This action of pulling back the skin is referred to as retraction of the foreskin. After puberty it often occurs by itself as the penis become erect. Before it separates, it should not be forcibly retracted, as this can damage the tissues and lay the area open to infection.
(Foreskin retraction can not occur in males who have been circumcised.)

There are a lot of scams selling products for "stretching" the foreskin. There is no scientific evidence that stretching is possible. If it were, problems like phymosis (or phimosis) (narrowing of the foreskin that prevents full retraction) would never happen.
That's perfectly fine. Five to seven inches is the average range, and foreskin retraction should happen on any and all uncircumcised penises.

A person who could permanently retract his foreskin is deemed to be naturally circumcised and need not be circumcised ! Although circumcision is an integral part of Islam, there are exceptions to those individuals who could not be circumcised as the operation if carried out might be harmful to them or might jeopardise their health. Among these categories of people include the disabled, infirm, those suffering from chronic illnesses eg:haemophillia or those born naturally circumcised( with little or no foreskin) or become naturally circumcised later owing to the onset of puberty where the foreskin shortens to the extent that it becomes permanently retracted behind the head thus exposing the head.

Penile retraction is not per say started by age. It is usually because of prostate problems and surgery. Penile retraction can occur in advanced age though such as 75-90 years old. It just depends upon the person.
I would say by watching them that retraction is fast, but when the body is longer and extended it takes couple of seconds and it glides in the water.
