In France: Médaille militaire is generally the highest award given solely based on acts of valor

In Germany: Badge of Honour of the German Armed Forces

In Russia: Medal "For Courage" would be the highest where personal action involving a risk to self is the sole metric for award.

The highest honor of any US citizen is to be a recipient of the Medal of Honor; the Medal of Honor is not however a branch specific medal.

The highest award that can be received by only active duty service members serving in any capacity with the US Army is the Distinguished Service Cross.

The Meritorious Service Medal is the highest award that can be issued to any service member for peacetime service.

The Soldier's Medal. Prior to World War II the Medal of Honor could be awarded for acts of heroism not involving conflict with an enemy, however the criteria for the MoH now requires "gallantry and intrepidity at the risk of his or her life above and beyond the Call of Duty while engaged in an action against an enemy of the United States."
