All the way around the globe once is defined as 360 degrees of longitude. Just like all the way around anything circular. That way, every step of the way around the globe has its own unique longitude, and there's no place that doesn't have one.
That particular point is located on the north slope of the Brooks Range, about 28 miles southeast of Nuiqsut and 40 miles southwest of Deadhorse, in the state of Alaska, in the United States of America. Any other point has a different latitude and/or longitude, even if it's in the same country.
