What is managing innovations in Military technology? |

The word "managing" is a misnomer. Innovations can be managed but to say there is an overall management of all innovations would be wrong.
Instead you could look at military combat as an example of Darwin's Law of Evolution. Many different weapons are tried, the best or most effective are kept, then copied and finally improved upon.
Country A builds a battle ship, so Country B builds a bigger battle ship, so Country C builds a submarine.
The driving force is survival. Countries or groups try more things to enhance their chance of survival. It may or may not work, even great ideas are lost, what stays is what belongs to the victors.
