I just had a home inspected, and the inspector measured the static water pressure at 115 psi. He noted that this pressure shouldn't be above 80 psi and recommended installing a pressure reducing or regulating valve to get the pressure down to 80 psi. He warned that too much pressure stresses pipes, fittings, and valves and can cause any of these to fail.
Most solenoid valves on a washing machine or dish washer would not like to see over 80 psi Gage. other valves like faucets and boiler drains my leek sooner but will not be effected as much. The pressure relief valve on your water heater may exceed its 150 psi if heating from a cold take with out a domestic expansion tank, especially with existence of a check valve at the water meter.
32 psi
No.
you get a pressure gauge that screw onto laundry or garden faucet
"Best" is a matter of opinion. The "best" water pressure is one that allows you to use the lowest possible pressure to allow proper function of all your fixtures. This reduces the stress on all of the pipes, fittings, fixtures, and appliances that require water. Typical residential water pressure runs between 30psi and 80psi.
40 to 60 lbs
How high is the building and what are the GPM /PSI requirements of the fixtures
The range of normal residential water pressure is from 30 to 80 psi. Ideally, the pressure should be set between 45 and 60 pounds in most residential Plumbing systems. If the pressure rises too high particularly above 80 psi, plumbing fixtures and appliances (primarily water heaters) could be damaged or leak excessively.

House pressure, 75 PSI maximum.
My guess is that the hot water heater is installed downstream from a pressure reducer to limit the maximum water pressure that the water heater is exposed to.
pressure reducing valve is required.
Static pressure can be caalculated by simply measuring the height of the faucet from the highest fixture above this faucet and times the height by .434 for static pressure
