The speaker in the poem is telling how grief suffocates him to the point of not being able to voice his thoughts (stanza 1) and that even the cheerfulness of the people around him (stanza 2; shouts of fisherman w/ his sister & sings in his boat on the bay) could not cheer him up or make him feel better. In the 3rd stanza, he vaguely told about the ships but he doesn't really care about those. He also told us about someone he lost and it's the reason why he is grieving (voice that is still implies death). Finally, in the last and 4th stanza, he sounded remorseful and mournful because the good old days with this someone he lost would never come back again.
