Common Good refers to the overall benefit of an event. Enacting 'clean air' laws and guidelines is for the 'common good' of the people, in that it benefits everyone equally. Passing out new dresses would only be for the common good of approximately half of the people. Passing out new shoes would be for the common good of almost all the people.
