Since you asked about a "tuned bass" cabinet, I'm going to discuss only that aspect of your speaker cabinet as compared to a "tuned port" type of cabinet.

IN the most general terms, a speaker is a cone of heavy paper attached to a coil of wire which wraps around a magnet. As the sound signal passes through the coil, the speaker vibrates back and forth in relation to the polarity of the magnet. Depending on the size of the speaker, there is a certain amount of "mass" from all the components used in making the speaker.

The speaker also has what they call a "resonant frequency", where it naturally operates the most efficiently and produces the loudest sound, among other things.

What a tuned bass cabinet does, is to provide enhancement to that resonant frequency and also provides "damping" for the speaker by keeping a volume of air trapped in the enclosure. The reason for the damping is to allow additional power to be applied to the speaker for extra loudness at the resonant frequency and to help the speaker from tearing itself apart if the amp's cranked up to 11.

When engineered correctly, a tuned bass cabinet or a tuned port cabinet can be a beautiful thing. When they're not engineered all that well the results can sound like a lot of audio mud.
