A cutoff age is an age limit set to restrict the age of those that try to join and organization. Military, police, and rescue personnel must be in top physical condition in order to perform their jobs to the best of their ability. If you are getting past your prime, you are less likely to be as strong or move as fast as necessary. These organizations also see you as less of an investment. They spend money to train and teach their personnel so that the unit as a whole can perform in harmony. The older you are, the more likely you are to not stay with them or to retire early and are more susceptible to injury. To combat this, the organization establishes a cutoff age to say that you must be at least "this" young to join.
