Another Answer There are several beasts mentioned in Revelation, and certainly one of them is a dragon that pictures Satan the Devil , so I can understand and respect why the above answerer responded in the way he did. However, the question regarding the identity of the seven-headed, ten horned wild beast found in Revelation chapter 17 will no doubt be of interest to the one asking this question. In Revelation chapter 17, the writer John not only speaks of the wild beast, but he also records what the angel says as to the identity of that wild beast. Notice the verses begining with Revelation 17:7. Here we see mentioned a mysterious woman riding this beast as if to try to control it. John records: "The angel says, And so the angel said to me: "Why is it you wondered? I will tell you the mystery of the woman and of the wild beast that is carrying her and that has the seven heads and the ten horns: The wild beast that you saw was, but is not, and yet is about to ascend out of the abyss, and it is to go off into destruction. And when they see how the wild beast was, but is not, and yet will be present, those who dwell on the earth will wonder admiringly, but their names have not been written upon the scroll of life from the founding of the world. "Here is where the intelligence that has wisdom comes in: The seven heads mean seven mountains, where the woman sits on top. And there are seven kings: five have fallen, one is, the other has not yet arrived, but when he does arrive he must remain a short while. And the wild beast that was but is not, it is also itself an eighth [king], but springs from the seven, and it goes off into destruction. "And the ten horns that you saw mean ten kings, who have not yet received a kingdom, but they do receive authority as kings one hour with the wild beast. These have one thought, and so they give their power and authority to the wild beast. These will battle with the Lamb, but, because he is Lord of lords and King of kings, the Lamb will conquer them. Also, those called and chosen and faithful with him [will do so]." This beast is not any one person. Did you notice that in this vision, the beast had horns that represented "kings" or governmental powers, ruling authorities? The numbers seven and ten are often used symbolically in The Bible to represent completeness or entirety. This seven-headed, ten horned wild beast represents all the kings or governmental powers that stand in opposition to God's Kingdom with Jesus as it's ruler.

The dragon was probably Leviathan, a great, multi-headed sea monster whom God slayed at the time of creation according to fragmentary accounts, chiefly in Psalms and Job.

The Bible is replete with various fragmentary references to Leviathan, who can be considered to be a chaos monster. Examples that specifically refer to multiple heads or horns:

At Psalms 74:13-14, we read "Thou didst divide the sea by thy strength, thou brakest the heads of the dragon(s) in the waters. Thou brakest the heads of Leviathan in pieces ..."

At Daniel 7:20, we read "And of the ten horns that were in his head ..."

Elsewhere, Daniel talks of a beast with four heads, that had dominion.


New Testament references are at Revelation 12:3, where we read "... and behold a great red dragon having seven heads and ten horns ... " and at Revelation 13:1, "And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy." The Revelation references were not new and were therefore not prophecies, but were either based on the Old Testament stories or were part of a pre-Christian layer within Revelation.
