Answer 1. I belive that when they are measuring the water temperature in the ocean that they use NCO'S, to make sure that the thermometer will not break under the pressure of the ocaen.

Answer 2 : This question is in the military terms category so the correct answer is N.C.O. is an abbreviation for Non Commissioned Officer. The term is in wide use in the British armed Forces, (Army and Royal Air Force) and in Commonwealth armed forces such as in Australia, New Zealand and South Africa etc...

An N.C.O. can be any one of a variety of ranks which vary between different services and functions e.g. An NCO may be of rank of Lance Corporal, Corporal, Sergeant or Sergeant-Major in the British Army or Corporal, Sergant or Flight Sergeant or Warrrant Officer in the R.A.F.

But in all cases a person of N.C.O. rank has disciplinary powers over personnel of junior rank to him (or herself). That means he has powers to give orders that must be obeyed by the junior ranks and disciplinary power including power to put a man or woman of junior rank to himself on a charge for any alleged disciplinary offence or shout at them for indiscipline, such as errors or slackness in performing duties or not being smart enough in personal appearance or behaving incorrectly or unsatisfactory work performance etc. etc..

3/ Regarding the separate Wikianswers question merged with this one "what can you do about a verbally abusive NCO", I would suggest what you should do is work out in your own mind why and appropriately buck your ideas up. It is his job as NCO in charge of you to make you disciplined and perform your duties properly. If he is being verbally abusive that quite probably means YOU are failing in YOUR obligations and that is why he has to try to sort you out in the very best interests of everybody else. Speaking from my personal experience in the ranks I certainly got shouted at abusively on very frequent occasions in my early days, because I needed to improve. But that verbal abuse I got although it was sometimes humiliating, motivated me to perform less lazily, less carelessly and more responsibly in future, particularly when on active service where my failings might otherwise endanger the lives of my mates but thanks to my changing that did not happen.

BUT that said, if you really think the verbal abuse you are on receiving end of is totally unfair, there is a procedure in the forces called a "redress of grievance", where you can submit a complaint in writing to a commissioned officer about such a situation. Your Officer will review your complaint and may either decide you have a valid complaint and make the NCO change his behaviour towards you, OR the Officer may decide your complaint is inappropriate, and the verbal abuse you are getting is your own fault and it is you that is in the wrong not him or her

Can a junior NCO rate a senior one?

If by "rate" you actually mean "evaluate their performance" - yes, it may be possible - especially if the junior NCO has some particular expertise in a certain field that the senior NCO does not. In that case the TECHNICAL proficiency of the senior NCO's ability to perfom the task can be evaluated by the junior NCO, but nothing else.
