Even supposing that the previous answer is true, and this seems doubtful (see http://www.straightdope.com/mailbag/mhitlergun.html ), it's not an answer to the question.
The most obvious answer to the question would probably look at the economic slump that affected much of Europe from 1929 onwards.
Answer and a Thought
With reference to the first answer, in 1933 all German Jews were required to hand in any guns they owned, which is a very different matter from 'all German citizens'.
I'd expand the second answer to 'the Great Depression combined with a significant rise in support for Bolshevism'.
More generally, it's worth noting that Europe had already started merrily sprouting military dictatorships in the 1920s. While the economy was booming in 1920s the dictators could be relaxed, but when the Great Depression produced real discontent, out came the mailed fist in next to no time and the disaffected soon found themselves jailed, often without charge, and some under very unpleasant conditions.
