Peppermint bark is a thin layer of Milk Chocolate, covered with vanilla / peppermint flavored white chocolate and then sprinkled with little chunks of peppermint candy. It hardens and form a thin piece of candy that is broken up into random pieces and packaged for selling. At least that's the kind I buy.
Chocolate Chips, any type (as much as you want)

Melt chocolate in bowl. Sift your candy bits to get powder into chocolate bowl. Save big pieces. Stir the powder and chocolate together until combined. Flatten it down on a wax or parchment paper lined baking pan or sheet. Sprinkle reserved candy chunks on top. Push down gently on candy bits to make sure they go inside. Let it cool in fridge or on table. When firm and a bit hard, break into big or small chunks. There you have it! Peppermint bark!
Heat chocolate in a pan with milk until melted and steaming. Add the chocolate to a mug and include a peppermint candy cane which will dissolve, making peppermint Hot Chocolate.
