Your distributor needs vacuum to advance your timing during acceleration. That's why you hook up your line to the port that has no vacuum at idle. :O)

Take a vacuum hose off at the intake manifold and put a vacuum gauge on the port, then read the vacuum with the engine running.
If a vacuum modulator has fluid in the vacuum port, it has failed and should be replaced.
