The "RICO" Act (Racketeering Influenced Corrupt Organizations) - is a federal offense that is not charged except in the highest profile cases involving corrupt oprganizations and gangs. I seriously doubt that there are any so-called "first time offenders" involved in these crimes that will get off lightly - unless they offer some kind of material assistance to the prosecution. Even in that case, they may well have to go into the witness protection program for the rest of their lives.
