Okay say that the government just rationed off gasoline today.That would mean that you can only have a certain amount of gasoline for the month.The reason it occurred during WW2 is because it was a major war, and with all the men fighting overseas there wasn't as many workers. So production was down.And that the US had use a lot of it's products for it's military, like gasoline.
