Most modern vehicles have some type of passive anti-theft system. The systems vary from vehicle manufacturer to manufacturer but most work in the same way. GM used to use resistance based anti-theft systems activated by either a resistor in the blade of a key (VATS), or a resistor in the ignition switch (passlock or passlock II). Most other manufacturers use a transponder based system. A transponder is essentially a small chip in the plastic head of the key that the vehicle has to see in order to start. A bypass module simulates whatever the vehicle needs to see, but only when remote starting. This allows the factory system to remain completely intact and still allows you to add a remote starting system to the vehicle.
Check to see if the shifter is not all the way into park. If it is Your neutral safety switch my be inoperative. The remote goes through the body control module to the neutral safety switch. Good luck!
The remote starter needs to be able to fake a chipped key.

It will not run if you bypass the ignition module (no spark).
Any key bypass system intended for that vehicle. It must be properly installed with remote start system brain.
You can use any brand of remote start, but the key is that you will need a bypass module since this particular model has Passlock II (which is GM's anti-theft solution). Most all the wires you need to get to are located in the ignition harness (with the possible exception of the tach wire).
Where remote module in a 98 buick regal
Sometimes. The only reason you will usually need a key to program is for the immobilizer bypass module. Depending on the immobilizer used in the vehicle, some will require two keys to properly program the bypass module. This will depend on whether or not your vehicle has an immobilizer, and if it does, what kind it has. Professional installation is always recommended with remote starts, and the installer should be able to tell you if your vehicle requires two keys to program.
