There is no minimum height for junction boxes per NEC. Any use of a junction box that would be subjected to harsh conditions because of its height would have to be rated for the condition. Personally, in outdoor areas, I like to keep boxes at least 18" above grade in areas that get snow.

A junction box is sized by the amount of conductors that are terminated in it and the amount of conductors that pass through the box. The electrical code book states what the conduit fill is for junction boxes of specific standard sizes.

Electrical junction boxes come in all sizes. Most box manufactures will also custom make any size you need.
