Young teens are immature in the eyes of society, and may not have enough experience of the world to bring up children properly. Also they will be dependent financially on parents or the state to look after and house their babies. Also legally they should be at school in most countries. Also in many countries sex is illegal below a certain age, usually 16 years.
Some older teens are certainly mature enough to bring up children, but even then many might not be. If money is short, the babies will not get a good start in life and may themselves end up in a life of poverty and dependance on state handouts.
