Special education is simply providing additional instruction to a student to help in the area of academics. This can be by helping a student who falls below the academic success of their peers or whom surpasses their peers. So "gifted", or students who achieve above their peers, are also are able to access services via special education.
Special education does not simply mean a student is in a "special" class, for part or the whole day but means that he/she is utilizing some Special Education Services. Some examples of services are: alternate curriculum, extended time on tests, having tests read to a student, taking college courses in lower grades, being advanced in a grade.
