As vehicle speed increases, the mount of power steering assist is reduced and the steering wheel becomes harder to turn. I have no experience of the make of car to which you refer but the same rules should apply. Power steering designed to assist in tight parking is dangerous at speed. The system should have a feature whereby the higher the revs. the less assistance from the power steering pump. If not you could be driving North on the Free-way,suddenly you sneeze, 2 seconds later you are creating carnage in the South bound lanes. I urge you to take your car to a specialist.

The power steering output is directly proportional to the engine speed [RPM]. I suspect that when it is difficult to turn, the engine is at idle speed, which is set too at too low an RPM. Then when you depress the accelerator, the engine speed increases and the power steering pump speed and output power increase also. Have a qualified mechanic check and properly set the engine idle speed to the manufacturer's specifications. IF the idle speed is not abnormally low, would suggest a badly worn power steering pump. Properly set idle speed first, and if that does not correct the problem, then have the power steering pump output checked.
According to the TSM for the lacrosse there is a sensor that will increase the power steering at low speeds to have greater steering capability. When it increases in speed the power steering lets off to make the wheel "tighter" feeling. It controls the variable power steering on your vehicle. The faster the car goes the less power steering the vehicle needs. The module is what controls that. It senses the cars speed and then determines how much power steering "power" needs to be applied.

The viscosity of power steering fluid is not relevant to it's job (within reason) but more it's ability to function under extremely harsh and high pressure conditions. All these fluids are merely hydraulic oils as is ATF with Honda fluid containing an additional lubricant additive needed for their speed sensitive steering gears. Use exactly what the manufacture of your vehicle recommends and nothing else.
A few things could cause this. Low power steering fluid, too slow engine speed (low RPMs), faulty power steering pump or broken power steering pump belt, binding or poorly lubricated steering linkages, faulty steering gear, etc.
