Start at 30 FT/LBS and use the proper torque sequence -- start in the middle and work your way to the ends in a circular pattern and torque all 17 bolts to 30. Then repeat at 50 FT/LBS. Then finally repeat one more time and torque to 65 FT/LBS. There's usually a torque sequence picture on a sheet included with the head gaskets when you buy them (at least with Fel Pro gasket sets), if not just do as stated above (or look in a manual) and start in the center and work your way to the ends evenly. Make sure the threads are clean before you start. Also recommend using a dab of RTV silicone on the bolt threads to lubricate them and also to seal them as they do go into water jackets.
