Making Ghosts
I don't recommend this for young people everywhere because I can't figure out why they didn't get in trouble the first year they did it!
Vernon is the county seat of Jennings County, so, of course the courthouse is located there, along with some beautiful big trees in the courtyard.
Sometime during the night on Halloween night, someone arrives with a bunch of ghosts. Actually, the ghosts are toilet tissue that is tossed high up in the trees. They remain long after Halloween, until the wind and rain wisks them away.
I hate to have to add this, but laws and the way society views things have changed a lot since this was started in the small town of Vernon, where almost everyone knows everyone else. I don't recommend doing this on public property anywhere else because people just don't have a sense of humor like they used to! You're risking being arrested and carted off to jail for vandalism in today's world.
