The highest temperature ever recorded was 136 dgrees Farenheit in Lybia in 1922. The highest humidity can get is 100%. Remember that the hotter the air, the more water vapor it can hold. I don't think there is really a way to consider the highest humidity evet because there are places in the world where the humidity is almost always 100% so the amount of water changes with the temperature. When the humidity reaches 100%, the maximum amount of water air can hold at a certain temperature, it rains and the humidity will consequently drop.
