According to the original definitions, from Lewis Terman (1916):

  • Over 140 - Genius or near genius
  • 120 - 140 - Very superior intelligence
  • 110 - 119 - Superior intelligence
  • 90 - 109 - Normal or average intelligence
  • 80 - 89 - Dullness
  • 70 - 79 - Borderline deficiency
  • Under 70 - Definite feeble-mindedness

Note that there are many reasons for low IQ ratings and it is often more useful to have a professional determine what those reasons are and try to help counteract them. Low IQ simply means there is a mental deficiency; the standard tests don't do anything for pointing out what that deficiency is or how it can be addressed.
