The Irish Hex Sign
This sign is displayed to bestow the luck of the Irish.
The design is centered the around the Irish symbol for good luck, the shamrock. It features two Irish Distelfinks (Birds) which add double good luck to the sign. The trio of tulips represent hope faith and charity. The outer scalloped border is meant to bring smooth sailing throughout your life.
A Hex.
One of the most popular hex symbols is Dutch Irish. It features a large, green shamrock, the traditional good luck sign of the Irish, as the design's center or heart. A pair of Irish Distelfink birds shower the shamrock with a "double measure" of happiness and good fortune. Trinity tulips add faith, hope and charity; the decorative heart is overflowing with love for all. This design proclaims good luck of the Irish. It is my understanding that the Irish hex sign was created by the Irish of General Gerorge Washington's troops with the intent to irritate the Pennsyvania Dutch soldiers with whom they encamped, but the Pennsylvania Dutch maintained their own culture enclave. Even in Berks County the Irish settled in the coal mining regions farther north and the Pennsylvania Dutch in the farming areas. Intermarriage was frowned upon but occurred occasionally with mixed results as far as social stigma results. The Irish hex sign was promoted in the encampment with the slogan, "Hurrah, hurrah, the Irish ain't much but they're a whole lot better than the Pennsylvania Dutch!". Evidently, achieving a united United States in order to fight the British was not an easy job.

The legend of Cubs owner, P.K.Wrigley hiring an "evil-eye" to hex other teams has been around for years. Unfortunately, no information has ever named the person who was hired to perform the hex.
Hex signs.
An evil spell. A hex is a minor curse. A hex can be anything minor from losing your favorite thing/clothes, to flunking a test you studied for, to having a run of bad luck. It also means 1/6. As in a hexagon.
I'm not sure if this is the movie you're talking about, but is it perhaps "Warlock" with Julian Sands?
The word for chanting an evil spell is "incantation."
This is a good question. My Dad said we were Dutch Irish. From what i have read and heard, here is what I know. The Dutch Irish were actually Scots Irish immigrants, who came to the new world through Philadelphia. They eventually settled in Pennsylvania Dutch Country....hence, Dutch Irish. Some were indentured servants. After earning their freedom or just leaving, they settled in the central and southern mountains of Appalachia. While I grew up in Detroit, my folks grew up in the Western NC mountains. Here is the link to the Dutch Irish hex sign. http://www.amishnews.com/hexsigns/dutchirish.htm
