what this stupid answer actually means, is that

Si has 4 valence electrons
Cl has 7 valence electrons
= 32 valence electrons in total

Cl - Si - Cl
...... l
...... Cl
The bonds take up 8 electrons so 32-8= 24 electrons left.
Add 6 electrons around each chlorine (6 x 4) and there are no electrons left.

Lewis Structure is determined by the number of shells. The number of shells are located on top of each Periodic Table. For ex. if you look at hyrdrogen its valence level is 1 and therefore its charge is also 1.

It is tetrahedral, so the Silicon atom is in the center with Bromine and the three Chlorine atoms bonded to it. Silicon has 4 electrons, Bromine has 7, and the three Chlorine together have 21, so altogether there are 32 electrons. This means that the Silicon atom in the center has a single bond to each of the outer atoms, and the bromine and chlorine atoms have 3 electron pairs each in addition to the bond with Silicon.
