You must remove the old epoxy coating before pouring the new floor, for otherwise there will be no bonding. If the epoxy coating is thin (e.g, paint) then it may be possible to remove it by hand sanding. If it is a thick coating, then sandblasting is probably the best method. In either case, appropriate dustmasks and other safety precautions are essential. Good luck

Concrete, as well as many epoxy mixes will harden underwater. Someone needs to be IN the water to properly apply the patch material.
R5 Epoxy is not for concrete, it's a marine glue for use on aluminum and plastic parts.
An epoxy like Araldite or similar .
If the crack is large, you'll have to get some more concrete and use it to fill the crack. If the crack is small, you may be able to simply patch it. If you plan on coating the floor with some type of epoxy floor coating, you may be able to simply leave the cracks alone before application, simply allowing the epoxy material to fill the cracks. The work will still come out evenly and the epoxy will actually hide the spot where the crack was once located.
Usually when you're planning on going over it with additional concrete or cement, or in preparation for an epoxy or waterproofing coating.
There are many good sites to purchase epoxy floor coatings from. Some examples of these websites that sell epoxy floor coatings include SwissTrax and Concrete Network.
If it is plastic (many speedboats are metal) it will be the plastic Epoxy Resin (exactly the same as the glue) with fiberglass cloth to reinforce it. Epoxy Resin is very strong but somewhat brittle (like concrete), the fiberglass prevent cracks in the Epoxy Resin from growing and reinforces it (like the steel rebar in reinforced concrete does).
