Anyone above the age of 10 can sit in the front sit, but 14 and over if the front seat is fitted with an airbag. also, only the oldest can sit in the front seat, unless all are above the age of 16.
I think it goes by age. If your 16 and older you don't have to, but all younger have to. Front seat driver and passengers all have to wear a seat belt

It depends on what state your in but I believe that the no seatbelt law is nationwide in which case you will get a ticket if in the front seat of a car and are not wearing a seatbealt if your over the age set by the law. In the UK it is always an offence.
