This will totally depend on your child and whether they are showing signs of being ready. You can start by getting a potty & placing it in a convenient place, and even practice sitting on it while still wearing diapers (or pullups). Be prepared for many accidents though, as it takes time for them to feel the need to go, and to do so in a potty or toilet.

Take him on walks and give him treats every time he goes potty. Also punish him if he potty's inside. Keep doing this and progress will show.

Either move from pullups to training pants (think cotton underwear that will stop some of the mess but not all) or have him go pants less. Either way he'll figure out pretty quick that his only option is to go in the potty or he'll be dealing with a mess. And if he DOES pee, have him help clean it up (but not if he poops, he shouldn't be handling that at all)
