arrest an offender when the offense is committed in his presence

or within his view, if the offense is one classed as a felony or as

Despite the common name "citizen's arrest", the law in Texas (Article 14.01(a) of the Texas Code of Criminal Procedure) says any "person" may make an arrest if a felony crime is committed in their presence. Doing so is dangerous, both physically and legally, and may draw unwanted attention to an alien, but alien vs citizen status does not change the validity (or invalidity) of the arrest. It is almost always better to wait for police if possible regardless of citizenship and the law does vary from state to state.
