I can't find an exact answer, but here is what I've found in regards to the U.S. Rank in Education:
In 2005, a study of adults 25-34 was released by the Organization for Cooperation and Development (based in Paris, France) and it stated that the United States was ranked Number 9 among industrialized nations in regards to the percentage of the population that has at least a high school degree. In discussing a college degree, the U.S. ranks seventh.
Apparently 20 years ago the U.S. was ranked first on both accounts.
Keep in mind that there is such diversity in the performance of US students from every single state in the country that determining what this actually means is essentially impossible. Considering this, the difference in performance and specifically the focus of education in different states as well as the other nations of the world, make this ranking system meaningless.
