We cannot give you a date, as a serial number was not unique to only one firearm- it would depend on the model. Value is based on exact make, model and condition (you only gave us the make). Value of average specimens is usually modest, around $75-150, depending again on condition and model. Some were made for black powder cartridges, and should not be fired with modern smokeless ammo.

The 583.991 is the Sears identification. The 583 indicates that High Standard was the suppplier to Sears; the 991 indicates the model and its variation. The serial number is on the other side, above the trigger guard.
