You can certainly tattoo as a hobby. However, the laws vary from state to state in the US. Some require you to be licensed in order to tattoo on someone else, even if there is no charge. Check your state laws.

I have the same question, and would love an answer. As a tattoo artist I would suggest not getting any tattoo work till the surgery is totally healed . The more you body has to heal up at the same time the harder it is on your system , there is also more of a chance of infection because your body is at a vulnerable state. A few month after the surgery is healed would be my suggestion
It is a state to state, or even city to city regulation, but it is generally ILLEGAL to tattoo out of the home whatsoever. Doctors, dentists, and even hair dressers are not allowed to work out of their homes either.

Well you don't need a personal license to tattoo in Washington State, although most large cities like Seattle you must have a business license and a license for a tattoo shop which you can get from the police department or the health department, these are your proof that you will keep everything sterile and clean and participate in inspections and such. While it is true that one currently does not need a license to be a tattoo artist in Washington state now (Aug. 2009), Substitute Senate Bill 5391, passed in the 2009 legislative session and signed by Governor Gregoire, will require licensure for those offering tattoos. The law will go into effect on July 1, 2010. Also, since 2001, the standards for sterilization of equipment, and proper maintenance of premises, etc. for tattoo parlors and tattoo artists has been defined by law. Failure to meet these standards is a criminal offense (a misdemeanor).
