it is composed mostly of membranes and DNA. the nucleus in the center contains DNA. the nucleus is surrounded by membranes with ribosomes attached. there are several other organelles, including the Golgi apparatus, mitochondria, vesicles, and ribosomes. enveloping all of this is the cell membrane, which also regulates the transport of molecules in and out of the cell.

There are different parts for every cell, but every cell has a membrane, cytoplasm and a nucleus. Thoses are the "basic" parts of the cell. The membrane stops parts falling out and parts coming in without the cells knowledge. The cytoplasm keeps the extra parts in its place. But the most important of any cell is the nucleus, this is the brain of the cell, controls every thi about itself. This part also splits to clone itself.

What is the structure that surrounds a cell and controls what enters and leaves the cell?

The structure that controls traffic to and from the cell is the plasma membrane. It is not to be confused with the cell wall, which serves more to give structure to the cell.
