Fairly obviously, it depends on the particular school library in question. I did find some statistics from the US Department of Education. In the most recent year I could find data for (2007-2008), the average elementary school library in the US had 2,316 books for every 100 students and the average secondary school library had 1,432 books for every 100 students (presumably the secondary school books tend to have more text per book).
Different libraries have different policies regarding the maximum number of books that can be borrowed. School libraries usually have a smaller limit than public libraries or academic libraries, simply because they have a smaller collection. It is impossible to say just how many books a child can borrow from the school library without first knowing what that library's borrowing policies are. If you would like to find out the borrowing limit of a particular library, don't hesitate to ask a teacher or the school librarian.
The reference librarian finds where books of a particular subject, author or the actual book is shelved in the library in which he or she works.
A librarian a professional library worker. In most cases, a librarian holds at least a Master's degree in Library Science from an ALA-accredited library school. He or she may have additional degrees. A librarian is trained in information organization and retrieval, and will often have specialized training in a particular type of library or function: cataloging, special collections (rare books and archives), reference, systems, school library, public library administration, law etc. The individuals checking out books in a library may or may not be librarians. The individuals staffing the reference desk most likely will be.
