By definition, the "average" IQ in the U.S. is 100. In the early days of IQ measurement, this was computed for children by dividing the "mental age" of an individual (as estimated by performance on a test) by the person's chronological age, and then multiplying that ratio by 100. The division was the reason the measure was called an intelligence quotient. When the performance was average for an age group, the ratio was "1/1" and equaled 100 after the final multiplication.

Now, more sophisticated sampling techniques are used to obtain a cross-section of the U.S. population who are tested to find out what test items differentiate performances within a given age group. These performances are statistically normed so that the average score is 100.
