For many vehicles, the road contact noise will be larger than the noise from engine or exhaust.

Even inside the vehicle, the noise level will vary from 70db or so for a noisy car, down to 40dB for a quality car.

Outside the car, the sound level should not be greater than 80 dB at say 3m.

It varies widely with type of engine, type of car, and speed.
