Much of the winter precipitation falls as snow in the mountain areas, but it may occur as either rain or snow in the valleys. Average annual snowfall ranges from about 3 inches at the Southern Desert and Southeastern Plains stations to well over 100 inches at Northern Mountain stations. It may exceed 300 inches in the highest mountains of the north.

The average would be zero, since it doesn't regularly snow in Mexico City. The last snowfall was registered on December 2, 1967 where the city itself was covered by pretty heavy snow. Before that there are records indicating snowfalls every 15-20 years.

The mountains around the City regularly have snowfalls during the winter, and it is quite common to be in a snow storm during that season at night if you're exiting the city by one of its highways and the elevation is quite considerable (3000m+).

The snow fall in Mexico, Ny is all most daily. We have had a few major storms where over 100" have fallen in a few days period of time. I have heard said by the old timers that they do not even measure snow fall under 6", they call that just a heavy frost.
