A .325 WSM should be your smallest, or .308 with AP tip. The Ideal bullet would be a .220 grain ACT Winchester .338. Or a .338 Lapua Magnum

The muzzle velocity of a Winchester .30-30 varies depending on the load and the bullet, but we can ball park things a bit. With a "standard" load and a 110 grain bullet, it's about 2,690 fps (feet per second). For a 130 grain bullet, about 2,500 fps. A 150 grain bullet cuts it to about 2,400 fps. With the 170 grain bullet, it drops to about 2,200 fps.

Generally they don't. Lighter bullets generally have a worse ballistic coefficient as compared to heavier bullets of the same caliber.
Grain is a unit of weight, like pounds ounces or grams. There are 7000 grains to a US pound. Both bullets and powder charges are measured in grains. However, when referring to a particular version of a cartridge, grain will USUALLY refer to the weight of the bullet- as in a 125 gr. .357- they are speaking of a .357 Magnum cartridge loaded with a 125 grain bullet.
The US military uses the 7.62 NATO, and not the civilian .308 Winchester cartridge. There are two common bullet weights- 150 grain, and the 174 gr M118 cartridge, used for long range.
Whether for pistol or rifle, .22 Winchester Magnum Rimfire ammo is loaded with bullets ranging from 30 to 50 grains. The standard seems to be 45 grains.
