For basketball, the obvious choice is the University of North Carolina in Chapel Hill

For football you need to go to a good southern university such as Tennessee, Georgia, Alabama, or Florida.

Come on. There is no "best" college for sports. There are a lot of very good colleges for sports--and they're not uniform sport-to-sport. For instance, the University of North Carolina at Chapel Hill is fantastic for men's basketball, but for women's basketball you're better off at UConn or Tennessee. And for football you're looking at a whole different set of schools--Tennessee, Notre Dame, Florida State.
OTOH...don't accept a football scholarship from MIT.
