You need to find a small or toy breed, probably with a short hair coat, that is NOT a terrier. Long-haired dogs tend to make a mess of the house when they shed (more so than a short-haired dog) and terriers are bred to dig, rummage and fixate on prey that they take to the ground and kill - remember this when you look at your shoe collection and other small chewable items. Larger dogs tend to need more room and also tend to have more exercise needs, which is more difficult to provide to an indoor dog.
Having said all of this, my parents have two half German shepherd/half something lucky dogs that have hair 4" long, are 90# plus each and love to run and play. These dogs live in the house 90% of the time, including eating and sleeping inside; my mom has to force them outside when its cold or rainy to use the bathroom because they'd rather stay in. Therefore, while the previous paragraph lays out some objective and rational reasons for or against a type of dog, the reality is any dog can be a great house dog if you can provide the proper exercise and environment for him.

But if you have a small house and don't have a lot of room cats are quite sweet especially when they are kittens!!
Dogs take a lot of work and for those who have trouble walking or are unable to get out of the house, the best pet is the loyal cat, They are adorable and loving regardless of their age. Cats also do not take a great deal of physical labor, Do not have to bathe them or walk them in the rain or heat. They do not have to go out of the house when they are house pets.
