Obviously it's really subjective, so there's a lot of debate. That being said, the list that most people tend to refer to is a user/editor created list from Guitarworld Magazine.

They say Stairway to Heaven has the best solo of all time, which is a very popular and easy to defend answer. One could make a case for just about anything on there, they tend to focus more on classic rock it seems.
