What is the best ink to use when colouring pictures?

A company called Higgins produces a line of transparent colored inks (18 basic colors) which can be mixed to create almost any color the artist desires and have most of the aspects of watercolors. I can't say that these are the "best", but they are certainly professional and have the same translucent watery wash effect you see in most watercolor paintings though the colors are perhaps a bit brighter.
