3D television is still an emerging technology and every new model brings with it new advances and improved performance. An opinion given here will only be an opinion and will be out of date very quickly.
The way to make a decision is to audition both passive 3D and active 3D televisions by several different manufacturers. As you watch each one, consider how comfortable it is to watch the image and how realistic it looks. After all, your viewing enjoyment is far more important to you than brand names or manufacturers' specifications.

LG only make passive 3D television. They do not supply any models that are active 3D.
No it isn't. Passive television splits alternate lines to each eye so effectively they reduce the resolution to only 540 lines. That's even worse than standard definition of 576 lines. LG make passive 3D televisions. They are one of the only manufacturers that make passive 3D televisions so by default they are perhaps the best. If you want to get a television with 3D resolution below even SD televisions, the LG is definitely the one to go for. Of course, you might want to look at the active 3D televisions made by almost every other manufacturer before you spend money on an LG.
Most 3D televisions have a 3d emulation frauds. Both the LG and the Visio passive 3D TVs have a 3d emulation feature for 2D sources. It is not as realistic or effective as real 3D.
Active 3d glasses will not work with passive 3d TV. Active glasses use shutter 3D technology that requires a power source to power the lenses in the glasses. Passive glasses don't have electronics or batteries. Hence, they are lighter and more comfortable. Active and passive TV work using completely different technology and thus active glasses cannot work on passive TV.
The best passive 3D television on the market at present is likely to be the LG as it is about the only company making passive 3D. Given the lack of competition in the passive 3D sector, it's not a big surprise. However, Toshiba have some nice models that are well worth looking at and Visio offer budget models that might be great value for money. Make sure you look at all three before you make a choice.
LG 3D TVs have the cheapest glasses. The passive 3D TVs that is. They require the use of polarized lens which will work on almost any passive 3D TV and the cinema as well.

Depends on what you define as "best". I'll give you a simple answer. Top 4 TV makers are Samsung/LG/Panasonic/Sony. Out of those LG makes passive 3D TV models. I'm sure there are other companies but I'd say this one is worthy.
'The Best' is a subjective answer. Both Vizio and LG make passive 3D televisions. Try out both and make your own mind up.
